Two perpetrators of fraudulent genetic testing and an illegal bribery scheme that drained more than half a billion dollars were just sentenced to spend time behind bars.
US Department of Justice He says Riad Salahuddin and Mohamed Mustafa, both of Georgia, filed more than $522 million in claims for medically unnecessary genetic tests obtained fraudulently.
Saladin controlled four laboratories, including two with Mustafa: Express Diagnostics in New Jersey, BioConfirm in Georgia, and Tox Management and Tri-State Toxicology in Texas.
Court documents show that from 2018 to August 2020, Saladin and his co-conspirators illegally paid kickbacks and bribes to a network of alleged marketers who induced individuals covered by Medicare, Medicaid, and private insurance to provide their health insurance information and DNA samples to take advantage of expensive public testing to predict the risk of cancer and other health conditions.
They also directed marketers to obtain fraudulent laboratory order forms for testing from medical providers who did not treat the beneficiaries or use the results in treatment.
Saladin falsified laboratory request forms, letters of medical necessity, and other medical records to make the tests appear legitimate. He also worked with Mustafa to conceal illegal kickbacks and bribes by creating false contracts and invoices.
The Justice Department says Medicare, Medicaid and private insurers paid $84 million of the $522 million in fraudulent claims issued by the four labs.
Colin M. McDonald, Assistant Attorney General for the National Fraud Section, says:
“Under the guise of health care, these two fraudsters attempted to steal more than half a billion dollars from taxpayers through a web of sham contracts, lies, and bribes. These schemes drain America’s pockets and destroy trust in the medicine that patients deserve and demand.”
Judgment on Saladin 151 months in prison. Mustafa was sentenced to three years in prison.
