EOLOS Floating LiDAR Solutions has commissioned the FLS200 integrated floating LiDAR buoy at the Azerbaijan Green Energy Company (AGEC) offshore wind development site in the Caspian Sea.
The Spanish floating LiDAR technology provider said the campaign was the first initiative of its kind to evaluate offshore wind sites in the region.
EOLOS was awarded the contract in January 2026, following a tender for a turnkey offshore site measurement campaign. OWC, an ABL Group company, served as technical advisor for the scope of work and procurement process, according to EOLOS.

The contract was awarded under an agreement concluded by AGEC with the Ministry of Energy of Azerbaijan to conduct preliminary research and preparatory work in the Caspian Sea.
As reported in December 2025, the Department of Energy entered into an agreement with Clean Energy Capital, a subsidiary of AGEC, to evaluate, develop and implement an offshore wind project with an initial capacity of 200 MW and a total capacity of 600 MW.
For the wind measurement campaign, EOLOS deployed a Phase 3 certified FLS200 system equipped with wind monitoring, meteorology and biofouling equipment in the center of the lease area, along with equipment on the seafloor that provides duplicate current and wave measurements in the vicinity of the development area, the company said on May 15.
The campaign is expected to last for one year and aims to provide bank-grade datasets for turbine and foundation selection.
