On 23 April 2026, the Council of the European Union adopted the 20th package of restrictive measures against Russia, amending Regulation (EU) 833/2014 and Regulation (EU) 269/2014. These measures are implemented in Council Regulation (EU) 2026/506, Council Regulation (EU) 2026/509, Council Regulation (EU) 2026/511 and published in the Official Journal of the European Union.
The package includes 120 lists of individuals and entities, the largest number in one package in two years, in addition to a set of sectoral, commercial, financial and anti-fraud measures.
This update summarizes key measures particularly relevant to shipping, marine insurance and related maritime services.
Main meals for members
- Significant expansion of the shadow fleet system, including 46 newly listed vessels and due diligence obligations on the sale of new tankers.
- Ban on financial services including insurance on Russian-owned or flagged LNG carriers effective April 25, 2026; All others operating in Russia or for use in Russia as of January 1, 2027
- Establish the legal basis for a future full offshore services ban on Russian crude oil and petroleum products, pending coordinated implementation by the G7.
- Ban on new transactions at two Russian ports – Murmansk and Tuapse, and the Karimon oil terminal in Indonesia
- First use of the EU country-level anti-fraud tool, targeting exports to the Kyrgyz Republic.
